Subject:                                     RE: M-DCPS NOTICE TO PROSPECTIVE BIDDERS - Bid 072-NN03 Recycling and Solid Waste Collection Services

Additional clarification: This information will be posted against Bid 072-NN03 under Q&A:

Schools Not Listed

Some Miami-Dade County Public Schools (M-DCPS) are serviced by the municipalities of North Miami Beach, Homestead, Florida City and Miami Shores and therefore are not included in the bid.

Somats

Somat machines require a dumpster to have a hole in the lid to accommodate a chute. As result of policy not to replace somat machines that became broken or were not functional, the number of somat machines has been reduced to 60 or less. Unfortunately, because the majority of schools are closed during the summer session, a more accurate number cannot be provided at this time. However, it will be the responsibility of the awarded vendor(s) to visit all M-DCPS sites awarded to become familiar with each site’s requirements.

Roll-Offs

Historically, the loads in the roll-offs have rarely never exceeded 2 tons (20 cubic yard container) and 3 tons (30 cubic yard container).

That is because the only material that is supposed to be put in the roll-off containers are school desks, cabinets, tables, tree cuttings  and other material that does not normally fit into the solid waste container that is emptied on a daily basis. The only time when there have been weight problems are instances where the vendor failed to exchange/remove the roll-off within 48 hours after a request. Contractors are not allowed to use school roll-offs for construction debris or for any other purpose. Food waste is also not allowed in the roll-offs. If the roll-offs are contaminated with unauthorized debris, the vendor shall cease exchange or removal and immediately notify DIOEM of said condition.

There is also the problem of verifying the weight of the load in the roll-off. A certified ticket would have to be provided to determine the load that was exchanged or removed and this would certainly cause a problem especially if a vendor used their own dump. If a grappling hook was used to empty the roll-off this would also be a problem for weight verification. Also, because the containers are not covered there is the factor of extra weight due to rain. Therefore, taking all of this in consideration, we respectfully decline to change the format in the bid.
